"Unauthorized SIMs" are mobile numbers issued on your CNIC that you never bought or no longer use, but still appear as active in PTA's SIM Information System.

In this case, 2 extra Jazz SIMs exist on your CNIC that you never bought (or forgot to disown). These are unauthorized/extra SIMs and should be removed.
Difference Between Block, Disown
and Lost-SIM Blocking
Block (Lost/Stolen SIM)
You ask the operator to temporarily or permanently block a specific SIM number you own (e.g. if you lost your phone). It may still remain counted against your CNIC until you formally disown or change ownership.
Disown
You declare "I no longer own this number; remove it from my CNIC." After biometric disowning and grace period, the SIM is removed from your CNIC record in PTA's system.
Online PTA Complaint Blocking
You can file a PTA complaint (e.g. for stolen SIM or device) via the PTA complaint portal, but final removal from CNIC still depends on operator processing and disowning rules.
Overseas Pakistanis
PTA has an online facility for overseas Pakistanis to regularize or block extra SIMs on their CNIC without physically visiting franchises in Pakistan.
Overseas SIM Portal
They can use the dedicated PTA overseas SIM portal and provide passport/CNIC details to request blocking/regularization remotely.

Future Unauthorized SIMs
Protect Your CNIC
Avoid giving clear CNIC photocopies to untrusted people; write "Only for [purpose] – Not for SIM issuance" across copies.
Check 668 Regularly
Run an SMS check every few months so new illegal SIMs are caught early.
Never Leave CNIC with Shopkeepers
PTA has previously warned that CNIC copies left with retailers can be misused for illegal SIM issuance.
Always Do Biometric at Authorized Points
New SIMs, duplicate SIMs, and ownership changes must be done on PTA‑approved BVS devices at official customer service centers, franchises or verified BVS retailers.
