How many SIMs
can one CNIC have?
PTA strictly limits mobile connections per identity. Any SIM exceeding these limits is blocked automatically by PTA's DIRBS (Device Identification, Registration and Blocking System). If the PTA portal shows more SIMs than you own, it's a red flag for identity theft — act immediately.

PTA mandates Multi-Finger Biometric Verification System (MBVS) for every SIM transaction — new activations, duplicate SIM issuance, ownership transfers, and MNP requests. Non-compliance leads to progressive service restrictions.
Check your BVS status by sending V to 7911, or MNP to 667 from any Pakistani number. Jazz users can send CNIC to 6001. Telenor users send to 7751.

How to block
unauthorized
SIMs
If PTA portal shows more SIMs than you own, take immediate action. Unauthorized SIMs can be linked to JazzCash, Easypaisa, and bank accounts. Blocking requires an in-person biometric visit — it cannot be done online.
Document the Unauthorized Numbers
Visit simownersdetail.pk, screenshot results, SMS CNIC to 668, create a list of your legitimate numbers, and identify unauthorized ones by subtraction.
Visit Operator Service Center
Bring original CNIC. Request "SIM Disowning" or "Unauthorized SIM Blocking." Complete biometric verification. Fill disowning form listing all unauthorized numbers. Each operator must be visited separately.
Receive Confirmation Receipt
Get a reference number and written confirmation. Keep receipts for minimum 6 months. Blocked SIMs are permanently removed and cannot be reactivated.
If Operators Don't Cooperate
File PTA complaint at complaint.pta.gov.pk or call 0800-55055. For large-scale fraud (10+ SIMs), visit NADRA. For crimes linked to the SIMs, file police FIR citing PECA 2016 Section 10.

If you receive threats, fraud calls, or harassment from an unknown number, PTA and FIA provide official legal channels to report — do not use third-party SIM databases to look up the caller.
PTA and FIA have full legal access to SIM owner details and call records. Submitting the number through official complaint channels triggers the proper investigation — you are not required to personally identify the caller.
Save Evidence
Save the harassing number and collect call timestamps, screenshots, or recordings as evidence before filing any complaint.
PTA Complaint Portal
File at complaint.pta.gov.pk or call the PTA helpline at 0800-55055 (free). PTA has direct authority over all telecom operators.
FIA Cybercrime Unit
File at www.fia.gov.pk/cybercrime or call the FIA helpline at 1991. The FIA Cybercrime unit handles PECA 2016 offences including harassment and fraud calls.
Local Police FIR
File an FIR at your local police station. For serious criminal threats, also involve the FIA. Keep all copies of FIRs for at least one year.

Business SIMs
Corporate SIMs registered under a company's National Tax Number (NTN) follow different PTA rules. The 668 and 667 methods only work for personal CNIC-registered SIMs — not corporate SIMs.
Corporate SIM verification and transfers must be done in person at the operator's corporate services center. Both the company representative and new employee must complete biometric re-registration for any SIM transfer.

Required Documents
